Add navigation menu item in Administer > CiviCase for Encounter Medium options

            Description

            There is no separate menu entry for the encounter_medium option group, and so the only way to edit (or translate) case activity encounter media is to go to civicrm/admin/options?reset=1 and find the relevant option group (name: encounter_medium).

            Menu item should be added under Administer > CiviCase >

            Need to handle insert for upgrades as well.
