            Description

            Make Engagement Level a drop-down with values based on a new option_group

            option_group.name = engagement_index

            Default values would be = 1,2,3,4,5 (same for "labels").

            Add navigation menu item under Administer > CiviCampaign to manage this option group, menu title = "Engagement Index"
