custom PHP path added too late to include_path

            Description

            The customPHPPathDir is added to the include path in CRM_Core_Config:219. However, at this point some files seem to be already included (many from CRM_Utils), and it is not possible anymore to override them with custom php files. The discussion on http://forum.civicrm.org/index.php?topic=11901.0 seems to be related to this issue.
