Move CMS user create until after the smarts

            Description

            We have hit issues in both CiviEvent & CiviMember where a bug related to the CMS create user function caused the relevant membership / participant record not to be created although the contribution was - given that bugs in the CMS user function are sometimes outside CiviCRM's control it would be good to create the user after the participant record / membership record is created - thus reducing the damage.
