non-comma thousands seperator not accepted on pledge input

      Description

      When having a different thousands seperator than ',' configured the pledge form will not accept monetary values that include the thousands seperator (lots of European countries are using '.' as thousands and ',' as decimal seperator).

      Entry of thousands seperators can be avoided on the total amount field, on editing the pledge entry later CiviCRM itself will add one again though. So just clicking "edit" and then "save" on an existing pledge will lead to a "Please enter a valid monetary amount." error.

      Things become even worse when the installment amount is >= 1,000 as this field is auto-filled and read-only so that the user cannot manually remove the thousands seperator there ...
