Drag and Drop of Customizable Navigation menu is not sticky.

            Description

            When you create two new navigation elements through Administer -> Customize -> Navigation Menu you cannot reorder the second item.

            On the demo site, http://d7.sandbox.civicrm.org/civicrm/, I created two new navigation links, Active and Pending. It is impossible to move Pending to the end of the list. You can move it inside of other folders, but anywhere else it will revert back to the link after Search.

            I believe the functionality that should exist, is drag and drop should be sticky, and not revert back.

            This is a D7, Civi 4.0 installation.
