New Activities widget on home dashboard should not display completed activities

Currently all activities associated w/ the user (or ALL activities for admins) are included when the Activities widget is enabled for the home Dashboard. This is a side-effect of implementing the new data-table driven activity selector and is a regression bug. Only Scheduled activities should be included in the selector for the dashboard context.
