Joomla Helper file is not loading API v3

            Description

            The helper file called api.php in the Joomla admin loads the api but currently only loads:

            $include_path = '.'.PATH_SEPARATOR.
            CIVICRM_ROOT.PATH_SEPARATOR.
            CIVICRM_ROOT.DS.'packages'.PATH_SEPARATOR.
            CIVICRM_ROOT.DS.'api'.PATH_SEPARATOR.
            CIVICRM_ROOT.DS.'api'.DS.'v2'.PATH_SEPARATOR.

            It should also have
            CIVICRM_ROOT.DS.'api'.DS.'v3'.PATH_SEPARATOR.
