known exceptions should not show up as potential matching contacts when saving a contact

Perhaps this is not technically a bug, but it certainly is a problem. By prompting the user to merge contacts who are known non-matches we are at best wasting time, and at worst causing a mess in the db by accidentally merging people who should not be merged.
