Profiles : profle/create URL currently loads search form w/ Add Contact Information title

The deprecated civicrm/profile/create?reset=1&gid=1 path currently invokes the profile search form (but w/ the wrong title). This is not desirable behavior - as some folks will have created navigation links to these type of "add contact" forms on their sites.

For backwards compatiIity - we should have the profile/create path invoke the same function as the new profile/edit path if there's no logged in user session (i.e. create new contact).

Ideally, if there is a logged in user with "profile and listings" permission - the profile/create path could also still be used to create a new contact (while the profile/edit path does the new functionality - e.g. grabs user's contact properties as defaults and does an update). If this is complicated, then profile/create should just do exactly as profile/edit does for both cases.
