joomla pcp menu items don't retrieve option lists correctly, or set params correctly

            Description

            two menu item options are provided for joomla re: PCPs
            pcp info works correctly
            pcp create does not render the option list correctly and appears to not set the GET parameters correctly so the creation process breaks on step 3
