Controller setDestination() does not redirect on form submission

controller->setDestination() should store a url, and when the form has finished processing the user should be redirected to the url.

This is related to http://issues.civicrm.org/jira/browse/CRM-8190, which removed hard redirects from the mailing form processing and replaced them with setDestination().
