CiviCampaign - HTML available for use in the survey instructions

I'd posted the fix for this previously and had placed it in my file and it worked. I just upgraded to 4.0.2 and the ability to use html is once again gone in the instructions box for survey instructions. I've cleared both my Drupal and browser cache and neither fixes the issue.
