Fatal earlier when civimail isn't properly configured

            Description

            People don't read the documentation or the forum and don't change the mailbox.

            As it's by default something that doesn't work (@FIXME.ORG) and is used on the cron doing the sending but not for the tests (?!), that it's not obvious that you need to configure the incoming mailbox to send and as the error message depends of what outbound mailer you use, you got random error messages that confuse the users.

            I want to display a fatal as soon as you create a mailing

            "You haven't finished to configure CiviMail and the mailbox is incorrect. Please read the chapter http://en.flossmanuals.net/civicrm/ch042_system-configuration/"
