Description
1. Create a BAO for ActionLog and implement the hook_civicrm_
{pre,post}. Also update wiki docs
2. Send all create/update via the BAO
3. Call CRM_Utils_Mail::send (rather than the civimail way). This allow the hook_civicrm_alterMailParams to be fired
