Custom fields in Report Criteria (columns and filters) should be arranged in the order specified by their assigned weights

            Description

            Currently if custom fields are included in report criteria, they are arranged by their database ID (basically the order in which the fields were created). They should be arranged by the 'weights' defined for the fields within each custom data set.

            NOTE: Custom data sets are already properly arranged by their weights.
