Add "not in" handler to report filter interface

Added a handler for a sql NOT IN statement and the option to pick it from the filters multichoice interface. A use case for this would be if someone wants to include every membership type in a very long list except for a small handful; it is then far easier to invert the selection by using a NOT IN than it is to select all and manually deselect each you don't want.
