dedupe rules should require at least one rule

            Description

            if a dedupe rule group exists, we should require the presence of at least one rule (field).
            currently it's possible to create a rule group without any fields. this is particularly important for the dedupe strict/fuzzy default as the absence of a field will throw an error when a contact record is saved (which triggers fuzzy rule-based lookup)
