Description
Currently profile/view (and therefore the Overlay Summary pop-up) always excludes groups with 'User and User Admin' group visibility regardless of context. This is inconsistent with the way profile FIELD visibility is handled. We should include groups with 'User and User Admin' visibility when we are including fields with that visibility in profile/view pages.
