CiviCase default status is hard-coded to 'Ongoing' and default property is not exposed for editing on Case Status and Encounter Medium

The default case status was hard-coded (for some reason) in the Open Case form, and we weren't taking advantage of the available is_default property for both Case Status and Encounter Medium. I've made that property editable and visible and fixed Open Case form to check the default for Case Status drop-down.

Currently it is not possible to change the default case status. The mechanisms exist but they do not take effect on the case creation screen. This has been tested on the civi demo site as well as my D7 4.02 install.

If you navigate to Administer-> CiviCase-> Case Statuses you find the case types.

Ongoing is the default with a value of 1, Resolved has a value of 2, and Urgent has a value of 3. If you click edit on Urgent and change the weight from 2 to 1 and click save the weight changes and the weight of Ongoing changes to 2. The values still stay the same. With the weights changed, if you navigate to Cases-> New Case and look at the Case Status, Ongoing is selected even though the weight is 2, not 1.

The system seems to read the value not the weight parameter. I do not have a patch to supply because I honestly do not know where to begin.
