Adding to Group via a Profile incorrectly results in 'pending subscription' email when CIVICRM_PROFILE_ADD_TO_GROUP_DOUBLE_OPTIN is not defined

            Description

            The constant in civicrm.settings.php which is supposed to control the default behavior (NO confirmation for 'Add to Group via Profile') is not present in upgraded installs.

            define( 'CIVICRM_PROFILE_ADD_TO_GROUP_DOUBLE_OPTIN', 0 );

            This constant needs to have a default value initialized (FALSE) when not present in the settings file.
