CiviReport links not working Donor report detail

            Description

            From this report the values in the URL are not being passed through. I'm trying to re-use this for counties (http://issues.civicrm.org/jira/browse/CRM-8503) but it turns out the original code isn't quite working....

            Would be good to get some quick feed back on what is going wrong here so I can continue on with 8503
