Description
The first paragraph and then next explanatory paragraph (where it starts with "If you lived at the above residence...") needs to pop out better, to make clear what are instructions rather than just minor comments. we could fix this by reversiging all the bolding. bold the two paragraphs, and unbold all the questions on this page. open to other suggestions.
