Send Notification checkbox is not offered when changing Participant status from Pending pay later to Cancelled

            Description

            This is a regression bug caused by a change in the structure of the receive_date field. Send Notification checkbox wasn't being displayed due to jscript error in the checkCancelled() function (in templates/CRM/Event/Form/EventFees.tpl).
