Drupal users created by the admin (admin/user/create) under Drupal 4.7 do not get initialized in civicrm_uf_match

            Description

            If a user is added in Drupal by the administrator (via BASE/admin/user/create) in Drupal 4.7, no corresponding record is created in the civicrm_uf_match table.

            I'll add more to this bug, but it should be easy enough to verify this now that we know that path.
