Customization of the navigation menu is always displayed in English.

            Description

            With multilingual installation (Drupal 7 CiviCRm 4.05). If you select a different language than English (US) and go to "Administer -> Customize -> Navigation Menu", the menu labels are always displayed in English.
            Tested on demo site.
