Migrate contactList function to api

As discussed for this phase we will only add new api "civicrm_api3_contact_quicksearch" and use it for top bar quick search

• we should also add api v3 test for this api

Note: all other changes will be reverted that were committed as part of this issue

• Migrate CRM/Contact/Page/AJAX.php getContactList function to api v3

• add unit tests for new api
• add webtest for various pages that uses this function

• quicksearch ( go directly to contact view and also contact search )
• current employer on ( New Contact / Edit Contact Screen )
• new relationship
