civimail approval page doesn't have appropriate perms for preview

            Description

            on the approval/reject page we have a preview panel which pulls content via the following path:
            civicrm/mailing/view

            perms for that path are set to "view public CiviMail content"
            it should include access CiviMail and approve mailings

            CRM/Mailing/xml/Menu/Mailing.xml
            line 188
            change to: view public CiviMail content;access CiviMail;approve mailings
