bin script to recache display_name/sort_name

attached script recaches the display_name and sort_name for all contacts.
it's pretty straightforward right now – it runs across all contacts, without accepting any parameters for segmenting by contact type, etc.
but it's useful – especially since we let people modify the token construction for individuals, but then provide no way to update the db to reflect changes.

Lobo suggested it be placed in the tools/bin rather than core bin.
i'm not sure where that is anymore – the folder is marked deleted in fisheye trunk.
