Extension info cache not used

A couple of minor bugs in the extensions retrieval code.

1. The timestamp.txt file is never written, unless it already exists. This causes CiviCRM to hit extdir.civicrm.org on each load of the extensions page.
2. The extension info is never stored, unless it already exists. This means that if you don't have any extensions visible, you won't see them appear.
