CiviCRM Profile - Can't change State (Home) to View Only

            Description

            The State (Home) field remains editable even when it is set to View Only (Customize -> CiviCRM Profile). This occurs both in the Contact Information Profile and the Name and Address Profile.

            I have duplicated this behavior on the Drupal 6.x demo site:
