Allow custom overrides on restricted rules

This can serve as both a mechanism for optimizing and customizing deduplication rule sets that have been restricted in the interface.

Initial work will define a framework for overrides and provide optimized queries for all 6 default CiviCRM dedupe rules which will be restricted in the next release.
