Expose civicrm.settings.php constants which have now been moved to the settings sub-system

Create a common structure for the class forms and template for the various groups of settings.

• CiviMail Settings
• CiviCampaign Settings
• CiviEvent Settings
• CiviMembers Settings
• Multi-site Settings
• General (core) Settings

Add these to the Admin.xml menu structure and to the Navigation menu (for new and upgraded sites).
Make sure civicrm_settings records with defaults are inserted during upgrades and are defined in civicrm_data.tpl.

We should also add descriptions and help text. At some point i think the goal should be to migrate these settings into their own "component" level
