Base IPN (Auth.net and others?) are ignoring the Send Receipt to Contributor setting from the back-office contribution form

            Description

            Looks like the code in CRM/Core/Payment/BaseIPN.php is not checking whether is_email_receipt is true or false for the backoffice Contribution form. It is ALWAYS sending a receipt (per Eileen's testing). Looks like we need to send that value in via $input (set from the form POST values) so we get it back on ping back.
