Edit Event Template link from Event Templates selector is broken

            Description

            Go to "Event Templates" from Events menu:
            http://civicrm40/civicrm/admin/eventTemplate?reset=1

            Then click edit for one of the sample templates:
            http://civicrm40/civicrm/event/manage/eventInfo?action=update&id=6&reset=1

            Takes you to Manage Events screen instead of to Info and Settings tab for event template.
