Drupal user page is showing '!1' rather than "Name and Address" in the "Edit Name and Address" link

As a n00b, I'm not sure how to view the history of this file in the version control system, so I can't 100% tell what's going on here, but it looks like someone tried to use an exclamation point rather than a percent sign to indicate an argument to be passed - I assume this was some debug code that was left in. At any rate, using exclamation points (and removing the quotation marks) produces the desired behavior. A diff is attached.
