dashlet pagination inconsistency

in the above issue we fixed dashlet-exposed reports so that the numeric and prev/next pagination worked correctly. however, they redirect to different pages. clicking 'next' redirects to a page that has the report form elements (criteria/settings) suppressed, whereas entering a page number and go redirects to the full report page. both should direct to the full report form.
