Exporting 'State' for international addresses results in id number, not the state name

Sorry if this is already in the tracker..

I am running 4.0.7 on Joomla.
When I try to export using the Select Fields option on my contact's international addresses, and have Individual -> State -> Primary to export, the result is the id number of the state, not the name.

I tried this in the Drupal Demo with a Norway address.
1) Create a new individual contact with a work address with Norway selected as the country, Select a 'State' (ex Akershus) and save.
2) Search for the individual and run the action export
3) Use Select Fields for Export
4) In the selection screen, add Individual -> State -> Primary, Individual -> State -> Work
5) Export

The result returned was the id number, for both Primary address State field, and Work address State Field
