Description
Joomla with CiviCRM (v3.3.3) <have not tested more recent versions>
To fix something or other (I did not research) CRM-5679 added some lines of text to:
civicrm\CRM\Admin\Forms\Setting\UpdateConfigBackend.php
Unfortunately (at least for installs to Windows systems from unzipped directories),
this cause URLs to be stored ending with the two characters "/\", which kills various
pieces of functionality
