re-reporting this
When upgrading CiviCRM from v 4.0.7 to 4.0.8, the value of CIVICRM_SITE_KEY is changed in administrator/components/com_civicrm/civicrm.settings.php. Also happens when re-installing CiviCRM (e.g. when moving from test to live server or vice versa).
previously maked as closed - could not reproduce. Well I have reproduced it several times.
