The current message:
WARNING: Debug is currently enabled in Global Settings.
is shown on every page. On a development server this setting is probably enabled all the time. Having this shown on every page clutters the page and makes it more difficult to see messages that are actually important.
This patch makes the message to be shown only on every eighth page load. It also pulls the logic out of the template.
