Alpha filter bugs for non-alphabetic characters

This issue is related to BlueBird 4142 (http://senatedev.senate.state.ny.us/issues/show/4142). Time should be recorded there.

Request was to fix several issues in the alpha filter bar related to leading numeric and special characters in Mailing title and / or Contact sort names. Screenshots are included in the BlueBird issue which illustrate each item. However, I tested Contacts and Mailings alpha filter using the special characters and integers as leading character (as shown in screenshots). I can only recreate this related issue:

• If the pipe ( | ) symbol is present as a leading character in a sort name or mailing name - that symbol is included in the alpha filter bar as the last item (after A B C ...). This is incorrect. The pipe should appear in the section of the bar that has other special characters (i.e. !, +, & etc.). Screenshot attached shows the problem.

Other than fixing this bug - please double-check that the other issues have been corrected during the code refactoring that must have occurred after the version in which NYSS reported the problems. I could not recreate any of these in 4.1:

the pipe symbol is not fully filtering (it only returns partial records)
we should sort all the characters (the mailings list appears to be sorted, but contacts search is not)
there is a gap in the pager which appears to link to the plus symbol filter
