Manage Groups sorting only sorts rows on the current page

This issue is related to BlueBird http://senatedev.senate.state.ny.us/issues/show/4887. Time should be tracked here and on that issue.

The version of dataTable widget using on Manage Groups page only sorts rows on the current page. Sort by action needs to sort all rows in the current result set. If we've implemented a version of the this widget which sorts complete result set - we should be able to use that here as the expected max number of groups is probably less than 1,000.
