Add valid dates to addresses (and possibly phone numbers) for a household/individuals.

Many organization members (especially older ones), have multiple addresses based on season (for example, people that spend their winters in Florida or Arizona). Having valid dates for each address is very helpful so that mailings get sent to where the person actually is living or to prevent calling them to come volunteer if they are out of town for a season. This might also be useful for phone numbers.

This feature has a counter part, being able to query based on this data when printing phone lists and mailings.
