contact edit pane order: custom data pane not ordered correctly

in display preferences where you can shuffle the order of the panes in the contact edit form, moving the custom data option does not alter the order.
i suspect this is a consequence of the contact subtypes and how those fields are injected into the form at the point a subtype is selected.
