Fatal error saving Profiles tab when configuring online contribution pages (On Behalf Profile is missing)

            Description

            There's obsolete code in CRM/Contribute/Form/ContributionPage/Custom.php which is checking for the reserved On Behalf of Organization profile to exclude it from being selected as a regular profile. However this check is redundant since we already exclude Organization profiles.

            We have reports of some installs getting a fatal error on this check due to the on behalf profile being missing. Not yet sure how that happens (likely some upgrade issue). Removing the obsolete code.
