If you create a membership type with no relationships you can't add them later

Environment: Drupal 6 / CiviCRM 4.1b3

If you create a membership type with no relationships when you go back to edit the page there is no relationship selector to make any changes. If you do initially add a relationship, you will see the selector, and you can change it on edit.
