can't create relationship if the other side refers to a subtype

            Description

            create a relationship type where one side is organization, and the other is an individual subtype.
            now create a relationship within an organization contact. this new relationship type is missing.

            confirmed on sandbox:
            http://sandbox.drupal.civicrm.org/civicrm/contact/view/rel?cid=48&action=add&reset=1

            only 2 relationship types are available, though there should be 3.
