open section/close section - no 'plus/minus' image and doesnt work anyway

Instead of the handy dandy plus and minus icons to expand and collapse areas in CivicCRM, I see the text written out and the links do not function correctly.

I'm also seeing text instead of icons in admin, so I'm assuming there is an incorrect path setting in CivicCRM - should this have been automatically set in install - if not, where can I set it?
