case tags: unable to search children tags

            Description

            children case tags in the hierarchal tag tree are not searchable. to reproduce:

            1. create a few tags, some of which are children tags. assign them to cases
            2. visit "find cases" – only parent tags are available for searching

            reproducible on sandbox:
            http://sandbox.drupal.civicrm.org/civicrm/admin/tag?reset=1&action=browse (note the presence of two children tags)
            http://sandbox.drupal.civicrm.org/civicrm/case/search?reset=1 (note only the parent tag is available for searching)
